What is Carnelian?
The term 'carnelian' refers to chalcedony that takes on a certain range of colours. Carnelian is chalcedony which strongly features sunset colours... and brown.
Carnelian agate may have the traditional features of an agate (learn about the recognised agate patterns here) or it may just be plain chalcedony in a recognised carnelian colour.

Can you go rock hunting for Carnelian in Scotland?
Scotland has an abundance of carnelian crystals - but finding any that are bigger than your pinky fingernail is the hard part. They are out there - they just take a little tracking down.
Tips for rockhounding for carnelian crystals in Scotland? Look where the old lava beds are. Beyond the northern fault, the landscape changes so you are unlikely to find them in the Highlands unless you live in a coastal location. Study up on how agates form so that you can narrow down your search areas.
